One common route is by bus from Cebu South Bus Terminal. Buses bound for Moalboal (or via Badian / Barili) depart frequently.
Travel time is about 3.5 to 4+ hours, depending on traffic.

Not really. The sardine school is very close to shore (in front of Amigos Dive Center), so snorkelers and even casual swimmers can witness it. But now imagine you are walking in front of a delicious French pastry shop and you see a great cake on display. Snorkeling would be the equivalent of walking away while scuba diving is like walking into the shop, buying the cake and enjoying it.
